Harris Group provided conceptual, preliminary and detailed engineering and design services for this 180 MW simple-cycle power plant. The project was a grassroots facility built on a brown field site using four LM6000 PC Sprint units. The project was fully designed for combined cycle operation with a planned output of 240 MW, including the ability to meet 99.999% reliability. The project was constructed initially as a peaker plant to be converted to combined cycle. The HRSG’s were constructed without the heat exchange surface for the peaker operation. The plant uses water discharged from the nearby South Bay Water Recycle Project as both makeup to the closed loop evaporative cooling system and the water treatment system to make demineralized water for injection in the combustion turbines for NOX control and power augmentation. The project includes fuel gas compressors, combustion air chillers, tankage for demineralized and raw water storage, and ammonia storage and feed to the selective catalytic reduction systems for NOX control and a CO catalyst. Since commercial operation, it has run a very high utilization as a simple-cycle plant.
